Mr. Dulal Krishna Saha joined Board of Directors as the Chairman of Sadharan Bima Corporation on 31st August 2023. He served in the National Skills Development Authority (NSDA) as Executive Chairman (Secretary) under the Prime Minister’s Office for almost two years. Before that, he served more than two years as an Additional Secretary in the Ministry of Public Administration. He also served as Law Officer and Secretary in Dhaka North City Corporation Director, Rajuk, and Deputy Director in Export Promotion Bureau. He was an Additional Deputy Commissioner, Upazilla Nirbahi Officer, Charge Officer, Magistrate PDB, Magistrate 1st Class, Senior Assistant Commissioner, and assistant Commissioner in different Districts and Upazillas. 
He is an officer of 9th  BCS Administration Cadre (1988-89) & joined Rangpur Collectorate as an Assistant Commissioner in January 1991. While in Service, he received many short and long term training from various training institutions. He participated in overseas training courses in Japan, Italy and USA. 

He earned his MSS in Political Science from the University of Dhaka. He also completed his LLB. 

He was born in 1963 in an aristocratic Hindu family in Kamargoan village of Vhagyakul union of Sreenagar Upazilla in Munshigonj District. 

His wife Nilima Rani Saha is a housemaker. They are blessed with three Children.
